DTCP Layout & Planning Approval
The Directorate of Town & Country Planning governs all layout and development approvals outside Chennai Metropolitan Area. Any land subdivided into plots for sale requires DTCP or LPA approval before registration. Without it, your layout is legally unauthorized — plots cannot be sold, registered, or mortgaged. Planning Permission valid for 8 years.

✅ Do's
Verify land is converted for non-agricultural use before applying — agricultural land conversion is a separate prior process
Reserve mandatory OSR (10% of layout area) and be ready to hand it over to the local body upon approval
Ensure approach road meets minimum width requirements — the single most common rejection reason in DTCP applications
Pay centage charges (government fees for DTCP technical processing) promptly to avoid processing delays
Construct roads, drainage, and utilities as per the approved layout plan before any plots are sold to buyers
❌ Don'ts
Don't sell or register plots before receiving final DTCP-approved layout — it is illegal and exposes you to serious criminal liability
Don't assume DTCP approval is the same as Patta — Patta proves ownership; DTCP approval permits development. Both are needed.
Don't encroach on OSR land — it belongs to the local body after handover; construction on it will be demolished
Don't ignore the 8-year validity window — Planning Permission expires after 8 years and must be renewed before expiry
